Lee/Heidi Davidoff, a violent male transvestite, is a repeat, prolific sex offender who is a danger to women and children. Most recently, Davidoff, aged 55, was found guilty at Portsmouth Magistrates’ Court in November 2024 of breaching the terms of his sexual harm prevention order (SHPO) and sex offenders register requirement. He was jailed for a mere two months and will be relocated away from the area when he is released, along with two other suspected sex offenders who had also been temporarily housed there.

Wearing a red dress and acting suspiciously, Davidoff had entered a local shop in Fratton, Hampshire in November 2024 and placed a note in the children’s sweet section with his number. The note read: “My name is Heidi. Send me a naked pic of you. Would you like to go out with me?” He was observed on store CCTV to come back about half an hour later to see if the note was still there. Of note is that neither the court or local media indulged Davidoff’s fantasy of being called “Heidi”, nor did they use female pronouns for an obvious male sexual predator.

In 2018, Davidoff was convicted at Norwich Magistrates Court of indecent exposure offences, malicious communications and bail offences. Over a few days in September 2018 he had exposed himself repeatedly to a 17 year old girl and also to a mother with two small children who were left very frightened. He had also sent a Facebook message to a woman containing a photo where he indecently exposed himself. He initially failed to attend sentencing when – due to the level of seriousness of the offending – the case was referred to the Crown Court. It emerged he even tried to touch the probation officer’s foot during an interview and claimed to think that women would want to have sex with him if he exposed his penis, indicating his level of threat. Unbelievably, his eight month prison sentence was suspended for two years. He was ordered to undergo a sex offender treatment programme for 60 days, complete 180 hours unpaid work and a 30-day rehabilitation activity requirement. Davidoff was also made the subject of a five-year SHPO which states he must not expose himself in public, and he was put on the sex offenders register for 10 years.

In 2019, unemployed Davidoff of no fixed address, was convicted of four further counts of indecent exposure after he had targeted women walking alone in the early morning in Chichester, leering at them and exposing his penis. At sentencing at Brighton Crown Court on 13 February 2020, the judge excoriated the probation service questioning why they had not punished Davidoff’s “dismal” record of not complying with unpaid work and community rehabilitation. She added that had probation stepped in earlier, it might have stopped the latest spate of offences. Davidoff – who was revealed to have learning difficulties – was jailed for one year and eight months, and a new 10 year SHPO was imposed which prohibits him from being unclothed from the waist down, or exposing his genitals in an area to which the public has access, save for male toilet facilities. He was also placed on the sex offenders register for the same period.

Members of the local community responding to a Chichester police Facebook post about Davidoff’s sentencing indicate that he may have committed yet more similar offences at local beaches where children were present, and other Norfolk towns.
