Mark Lazarus
Mark Lazarus, a violent male transvestite, was jailed indefinitely in September 2012 after attempting to rape a 71-year-old woman in a public toilet in Teignmouth, Devon. He was reported as being obsessed with skirts and changed into one in an adjacent cubicle before attacking the woman.
He had carried out two previous attacks while dressed in female clothing, one of which was after walking behind a group of schoolgirls muttering “skirt, skirt”. On both occasions he dressed as a schoolgirl and followed young girls along a towpath, assaulting an 11 year old girl and exposing himself to others.
Lazarus, 39, waited for more than an hour outside the toilet until someone entered wearing a skirt and then attacked the victim as she washed her hands. Her screams alerted a passer by who managed to apprehend Lazarus as he fled still wearing a skirt and tights.
The victim needed medical treatment for shock and bruising after the attack and the judge referred to her severe psychological trauma during sentencing. Lazarus was rated as extremely dangerous by a psychiatrist and probation officer, and highly likely to commit further attacks – a fact Lazarus acknowledged himself. The judge also cited Lazarus’ increased risk of offending when cross dressing and imposed the indeterminate sentence to protect women and girls from him.
